The use of the words ‘ public warning system’ in the brief denotes the use of a final purpose system. According to ScienceDirect, public warning systems should alert and inform all citizens that are threatened by a hazard with the final purpose of enabling them to prepare and to act in a timely manner to reduce the impact of the hazard . This implies that the systems applied for public warning must alert the targeted population, but also provide them sufficient information in an understandable manner. According to Oxford Dictionary, an emergency is a serious, unexpected, and often dangerous situation requiring immediate action. Oxford dictionary also defines disaster as ‘a sudden event, such as an accident or a natural catastrophe, that causes great damage or loss of life’ and has varied synonyms including catastrophe and calamity.
